In the 1881 census she was the 1st child listed, and shown as daughter rather than step-daughter of Edward. (Not good evidence she was his biological daughter, but rather the absence of evidence to suggest she wasn't). With her father named as Edward when she was baptised (even though recorded as Edward Mills) it seems fairly safe to assume she was Edward's daughter. GRO ref: MILLS, Sarah Ann q4 1874 Faversham RD 2a 757; GRO online index does not show a mother's maiden name, suggesting she was illegitimate
