Not very clear in what order the words should be read, and some missing in image - need to see actual PR - guessed parts in square brakcets:
'Richard Willcocks of [this] Parish and Elizabeth Jury of the Par[ish] of Whitchurch', abode: Parish of Whitchu Whitechurch ...'
Married 15 Sep 1830 St. Andrew’s Church, Whitchurch, Devon, England - DFHS index (data on FMP, viewed 24 Aug 2012) shows date and place of marriage.
Place not a surprise - since the banns show that both Richard and Elizabeth were of Whitchurch Parish at the time. However, what is a surprise is that the banns were read in Meavy. Sometimes a church of a different parish may be nearer, and thus attended by people who live in a neighbouring parish, but Meavy and Whitchurch do not even share a boundary.
Whilst one could woner if the PR image had accidentally been assigned to the wrong parish (there is nothing on it to show which church's Parish Register it is from), the other entries on the page show those whose banns were being read as "of this Parish"; there would seem to be no reason to name the parish if it were Whitchurch.
Perhaps Whitchurch Church was 'out of action' (being restored or repaired?) at the time.
The priest at first recorded Walkhampton as Richard's parish in the Banns book, and then changed it to Whitchurch - was this a simple mistake on the priest's part, or did it indicate either that Richard came originally from Walkhampton and mistakenly named this, or that he lived near where the 2 parishes meet, and was wrong about which parish he lived in.
