He wasn't there at the time of the census earlier in the year, but with the workhouses having infirmaries it may well have been sickness rather than poverty that led to him dying there.

Shows George Vogwell married Elizabeth Hannaford, both otp, married by Banns, both made their mark as also did witness William Vogwell. The other witness was Nathaniel Tremill, who was witness to most marriages in Widecombe at this time and so almost certainly Parish Clerk. (William was probably George's brother though could have been his father. Siblings or other young people were more often witnesses than parents)

Family 1 Jane BAILEY, b. Abt 1787, Kingsteignton, Devon, England , d. Mar Q 1852, Stoke Damerel Reg Dist, Devon, England
(Age ~ 65 years)
Married 27 Sep 1816 St. Mary’s Church, Bathwick, Somerset, England - I was guessing the marriage would have taken place about 1816, i.e. not too long before the first child was born (IF I know of all the children)
And then I found this marriage - a good match on date, and given the rarity of surname Vogwill seems too much to be co-incidence. But in Somerset -why did they marry in Bathwick? Census shows Jane to have been born Kingsteignton so I don't think it indicates the bride being a different Jane Bailey.
Now (29 July 2017) the Somerset baptism index is on FMP, there is not a single (F/V)ogw(e/i)ll baptism in it, in any part of Somerset at any date; clearly Henry was from elsewhere.
