In 1918 a special index was created by an order of the Defence of the Realm Act 1918. The origins and purpose of this index is unknown, but the nationality of both the seaman and his father was recorded. Many foreign seamen can be found living in British ports and on crew lists etc. throughout the nineteenth century and this presumably continued into the C20th. This must have been seen as an area putting the country at risk, in the light of the 1914-1918 war.
