Protestation Return - The transcription on the Devon Heritage website shows a "Stephen Gokham" signed the Oath of Allegiance in Ugborough; however, looking at the image on the parliament archive website it is clearly 'Steven Gotham' there. The requirement was for all men over 18 to sign, which this Stephen would have been,so it seems likely to have been him.
However, a "Stephen Gottom" is also recorded in the neighbouring parish of South Brent (see image). I guess the same person may have signed twice, if, for example he lived in one and worked in the other, or moved while the 2 parishes were obtaining signatures. It seems at least possible, though, that there were 2 Stephens, not a common name amongst the Gothams, which combined with the close proxmity of the 2, suggests he would have been a close relation. Most likely if there were 2 the other was grandfather, uncle or cousin of this Stephen. If Stephen the son of Samuel had a cousin with the same name I could of course be wrong in linking this one as the one who subsequently lived in Plymouth.
Rent From 1674 to 1691 Plymouth Borough Rental Books - Three entries in the rental books, according to the index on FMP for the years 1674, 1681 and 1691 refer to Stephen Gotham.
1674 entry:
"The heires of Sir Richard Hawkyns now Bulls ^ for a Close of land lying in the west side of Maudlin late in the tenure of Stephen Goatham - pd p[er] Sam: S[?]alsbury 1s: 6d: 00 01"
1681 entry:
"The heires of Sr. Richard Hawkyns now Bulls for a Close of land lying in the west side of Maudlin late in the tenure of Stephen Gotham [£] - [s] 1 [d] 6"
1691 entry:
"The heires of Bull for a Close of land lying in the west side of Maudlyn late in the tenure of Stephen Gotham paid by Samuell Foote _ [£] 0 [s] 01 [d] 06"
(Although the pages can be seen there seems to be no ready way of seeing the 1st page and any heading, and there is no date on the pages seen, so the dates need to be checked in the actual documents)

Notes - (Research):I think the Stephen in Plymouth was the one baptised in Ugborough in 1622; not only his age but also the name of his son, Samuel, like the father of the Ugborough Stephen, point to this. It was common practice to name a first son after a man's father.
