Amongst those was a John Northmore, I think probably this John, who was in arrears by the smallest amount - just 4d. I thought it may have been allowed as those in arrears were known to be struggling to make ends meet, but reading through the names this is clearly not the case; the first 2 arrears are for a quarry and orchard and for a smith's shop, both owned by Sir M. Lopes.
