Gathering on Blackpool Sands (1906)

My great grandparents with, I think, their 3 children.
I believe the baby in the middle of the photo is my great uncle "Bert" (James Bartlett Hambling, b 1906) and that the young girl in front of him is my great aunt Ivy. Certainly the baby is on the lap of my great grandmother (Minnie nee Court), while the man to the right (her left) is my great grandfather (James Bartlett Hambling, b 1876). My grandmother, Florence Hambling, is to his right, slighly in front of him.
Since my great uncle was born in early 1906 I think this is probably later that year or possibly early 1907. I am assuming it is Blackpool Sands (the trees etc. behind the beach are consistent with this).
A man holding a megaphone suggests this was some sort of formal event.

I don't know who anyone is apart from my grandmother's immediate family.
(If you can identify anyone please let me know - also if you have any idea what event this is)
