- Evans' father was able to become a Freeman due to his marriage to the daughter of a Freeman. Although he married in 1776 he did not become a Freeman until 1780, after Evans' birth. Admittedly there wasn't much time to ensure he was a Freeman before the birth of his first child; Evans' baptism was only a fortnight after his parents marriage!
Because his father was not a Freeman when he was born, Evans' should not have been able to become a Freeman 'by birth'.
Poll Books show that he was a Freeman, I have't yet seen the paperwork to see how he became one. As a shoemaker he must have served an apprenticeship; quite likely he was apprenticed to a Freeman of Canterbury and became a Freeman in this way.
He was probably not a Freeman by 1800, as he is not listed in Cowper's Roll of Freeman, which finishes in that year. However, Cowper does note that some people who were elsewhere recorded as Freemen had no Admission paperwork (whether they were falsely claiming the status or the paperwork was missing he did not know).

Henry's parents, Edward and Charlotte, were also living in Wincheap Street; Evans sons Evans and Henry were with them.
While most Alms Houses seem to have been built to look after the elderly who are no longer able to look after themselves, Harris's Alms Houses were five houses given by a Mr. Thomas Harris, a hop merchant of Canterbury, when he died in 1726 "for the reception of five poor families".

A nearby census entry was a pub at Wincheap Green. The publican was one Henry Chivers - I wonder if this was a relation of Evans' mother?

In Poll Book: Dead - The Poll Book for the "Poll of Freemen and Electors entitled to Vote for Members to represent the City of Canterbury in Parliament, taken by William James Cooper, Gentleman, Sheriff, on Friday, July the 30th, 1847." had an entry for Evans (listed as 'Cherrison, Evans') but in a remarks Column records that he was dead.(p.11, entry 288)
It shows that when the electoral roll was compiled he was present by virtue of being a freeman, and his residence was shown as "St. Mildred".
Also in the same Poll Book were
Charrison, Edward (probable son, residence Wincheap-street, dash for 'qual'), Cherrison, Henry (Evans' son, a Freeman), Cherrison, John (Evan's brother, dash for 'qual'), Cherrison, John. jun and Cherrison, William (John's sons, dash for 'qual'). Does dash mean ditto or that the information wasn't available to the compiler of the Poll Book? - I'm not sure. (If it means ditto, the book shows Edward as a householder, the others as Freemen)
Edward and Henry voted for Lord Thomas Pelham Clinton and the Conservative John Vance, Esq., John and his sons for the Liberal Lord Albert Denison Conyngham and the Conservative Hon. George Percy Sydney Smythe.
The vast majority of voters voted for these pairs, despite the different parties involved (if the Wikiepdia info. is correct)
Conyngham and Smythe won the election.

For the bapt of Evans' children Elizabeth and Evans his wife is named as Ann; for the later baptisms of Henry and Mary Ann she is named as Mary Ann, but had also been for the earlier baptism of daughter Catherine. before then she was just recorded as Ann when she married. The inconsistent use of the two names suggests one person, not two.
In 1841 Evans 2 sons (the two shown here) were living with an Edward and Charlotte Charrosin; was Edward another son of Evans and Mary Ann? They had a son called Henry, born about 1835. With them at the time of the 1851 census, he was not with his parents in 1841 but there was a 6 year old Henry with Evans and his wife.
Although the spelling of the surname is very variable, putting a few variants in and using wildcards I am able to find most 'Charrosin' family events and census entries in the C19th. The fact that Edward's birthplace is shown as Dublin in the 1851 census is probably significant. When daughter Catherine was baptised Evans was shown as being in the East Kent Militia, as he almost certainly had been when he married. Presumably he was still in the Militia, but now serving in Ireland, when Edward was born.
