The 1911 census entry for Elizabeth shows that she and Robert had had three children, two of whom had died. The third was probably born and died between the same two censuses. Sometime between 1889 and 1900 Robert and Elizabeth appear to have moved from Teignmouth to Devonport. Though we can't assume that they didn't live anywhere else between these dates, that seems quite likely. There were 4 children born in Newton Abbot, Stoke Damerel or Devonport RDs between 1889 and 1911, surname Osbo(u)rn(e) with a mother's maiden name of Smith. Probably one of these was the third child of Robert and Elizabeth, though there were others born in Portsea, a place a navy family may have lived. Checking the Devon-born 4 no less than 3 died before the next census. Two were recorded as Osborn, so are less likely as Robert always seems to have spelt his name Osborne. The third, surname spelt Osborne, was also born in Newton Abbot RD and died in Plymouth RD, suggesting a similar move to Robert and Elizabeth. Although there were lots of Osborne = Smith couples, it would be a coincidence if another such made a similar move at a similar time, so I think this child, Ivy Irene, was probably the third child of Robert and Elizabeth.
