The other Eliza was baptised on March 11, so her birth was most likely registered in quarter one; this Eliza being shown as aged 1 in the 1851 census implies she was born after 30 March 1849 (or she would have been aged 2 at the time of the census), i.e. she would seem to be the one whose birth was registered in the second quarter.
