Marriage PR entry gives age as 21, the closest, and it also names his father as Paul. There was a marriage of a Paul Bates in 1861; a researcher who has seen the marriage certificate confirms this was to an Elizabeth Vester née Pollitt, indicating these were Francis' parents. (Paul is also shown as Francis' father on the 1891 census when he was with Francis and Esther and their family)

After the 1911 census; looking at the death registration index on FreeBMD this is the only death of a Francis Bates registered in Lancashire of one whose age suggets he was born between 1858 and 1863.

Confusingly the 1911 census shows that Francis and Esther had had 10 children two of whom had died. Since there are 8 of their children with them at the time of that census it seemed it must be the other two, with them in earlier censuses, who had died, i.e. Joseph and Francis. However, there is a James who was born in a gap between the children shown in the censuses, for whom a death can be found; the mother's maiden name in his birth registration suggests he was a son of Francis and Esther (there is no evidence of other Bates - McCormick (or similar sounding) couples having children at this time).
There is also no death registration of a Joseph of the right age in Lancashire between 1901 and 1911, nor any sign of another Joseph son of Francis of the right age born or baptised in Liverpool, or in the censuses.
It seems clear, therefore, that Francis and Esther had had 11 children, of whom 2 had died, or that they were passing off one child as theirs - but at registration not just in the census; describing illegitimate grandchildren as children in the census is not uncommon, but registering them as such would be.
