      Despite the age discrepancy (Eliza would have been 82) I think we can be confident the death was of this Eliza.
      The lunatic admissions register shows that the Eliza who died in 1891 died in Banstead Lunatic Asylum and her death registration (GRO register entry) shows that she was of 'Paddington Workhouse'.  The workhouse register shows Eliza had a brother John in Melbourne. That fits this Eliza, and I don't believe fits any other.
      I have found no Kent Goathams, Eliza or Elizabeth, whose death this could be. (Although a Kent Eliza was born in 1821, i.e. the age would fit her better, there are census records in 1891 and 1901 that fit that Eliza, and nobody else that I have come across. Those census entries can't be this Eliza due a Bredgar birthplace. Also, that Eliza did not have a brother in Australia.)

      But was it the marriage of this William to a Mary?
      I am fairly sure it was; the date is appropriate and there is no sign of a William Gotham in Plymouth before this date or this couple afterwards.
      Unfortunately the PR entry for the marriage does not give William's occupation, but the banns book might.
