Several Prowse families having children baptised in West Teignmouth around this time, but I have not found a Charlotte so far (looked at FMP index 1782 +/- 5 years, for all Charlot(te)s baptised in either Teignmouth, and all Charlotte Prowse (incl variants), same dates, anywhere in Devon, with some browsing of West Teignmouth PRs in case hidden by an error)
There were a number of Prowse families in Ilsington at this time - not on FMP, but images / indexing in the members' section of the Devon FHS website - no Charlotte there.Closest found is a "Charlotte Daughter of Henry & Margaret Prowse was baptized" for 13 Apr 1777, at St Edmund, Exeter.

Given the apparent absence of a baptism of a Charlotte Prouse, this would appear to be her -
* the date fits the age given in the census;
* the place is that given as her birthplace in the census;
* her birth surname is close to a middle name given by her son to his eldest son (Peardon vs Pearn), the use of this surname as a middle name being otherwise inexplicable. There is further evidence of a link between the two names in that in West Teignmouth in 1793 a Mary, probably Charlotte's mother, married; in the part filled in by the curate she was 'Mary Pearn', but she signed 'Marey Peardon'. Looking at Mary's family it seems Pearn was the normal surname, Peardon possibly an error, or they were variants of the same name, Peardon perhaps used by other branches. Mary seems to have been one of 4 children of John and Susanna, John marrying with Susanna as a Pearn, both being buried as Pearns and Mary's siblings being baptised as Pearns. Only Mary was baptised as a Peardon.

Notes - It is surprising that Charlotte should marry as a Prowse, especially as the name passed on by her son was not Prowse but Pearn: it suggests it was her Pearn ancestors that were important to her, not the Prowses. As Prowse was given to Charlotte as a middle name it suggests that was her father's surname. Did her mother subsequently marry / live with her father? Perhaps she already was when Charlotte was born. Ten years later a Mary Pearn / Peardon who I think was Charlotte's mother married one William Bowden. Given the large number of mariners in West Teignmouth it is quite possible that Mary's Prowse partner had died. Did Charlotte then go and live with her Pearn grandparents? Or if Mary had no long-term partner before William Bowden, perhaps Charlotte had always lived with her grandparents.
At any rate, her grandfather, John Pearn, lived until she was 21, so she had plenty of time to get to know him and for him to be an important figure in her life. It seems her son was aged only about 2 when his great grandfather died, so he cannot have known him well, and probably had no memories of him, so giving the names 'John Pearn' to his eldest son as middle names was presumably because his mother had spoken to him of John.
Although Charlotte exceeded her 'threescore and ten' years, largish generation gaps meant that she did not live to see even her eldest grandchild born, but her son did not forget John Pearn.
Charlotte did, though, marry as a Prowse, and moreover one of the witnesses when she married was a Thomas Prowse. So what was the place of the Prowse family in her life? Luckily Thomas had quite a distinctive signature so I am hoping I will find him as a witness or groom in other marriages and be able to work out who he was. Illegitimate children often warrant entries in poor law records. It appears there are some for Teignmouth (East and West) in the DHC, but possibly with limited sorting / indexing, so I'm not sure how practical searching them is going to be at present.
