Shown as aged 10 and 20 in the 1871 and 1881 censuses suggest she was born in 1860-1.
Lamesley was in Chester-le-Street Reg District and this is the only birth registration to fit:

The volume and page number are wrong for Chester but right for Chester-le-Street so this appears to be an index error.
There was no birth of an Elizabeth registered in Chester-le-Street in 1861 though there was in 1861: EMMERSON, Elizabeth jun q 1862 Chester le Street 10a 423.
It seems probabled that Elizabeth was born in 1860 and that the date given at her death was (as often happens) a year out.
