Given that Elias lived in Herne, very close to Hoath (and Chislet), and had children born at least to 1641, so could well have married a woman who had a child in 1647/48, I think the following baptism is William the son of the Alice who married Elias Rowe.

"William the son of Edward and Alyce Stark of Hode bapt: the same day [March the 12th]" - under heading '1647'
A number of baptisms at this time were of children of families 'of Hode' with one recording 'of the p[ar]ish of Hode'. This latter seems to confirm that Hode = Hoath, a neighbouring parish to Chislet, with the replacment of 'th' with 'd' not being uncommon in the past.

William's father had died many years before, presumably the reference to his father means his step-father (William would only have been aged 6 when his mother remarried so his step-father would have been the father-figure for most of his young life).
