Both say Hampshire, although Farnham is in Surrey it is close to the Hampshire border, so someone born just over the border near Farnham might describe themselves as born Farnham, Hampshire - and counties are not infrequently wrong; Caroline is shown as born Bognor, Hampshire in the 1881 census!
Age given as 42 in 1881, 47 in 1891, 59 in 1901! Implies born 1838 - 1844.
Death registration index entry suggests born c 1838 (if I've found the right dth)
The best fit I've seen in the 1871 census, for a Geo or Wm, in Sussex or Hampshire, was a George Wills for whom the alternate name of Geo Wells has been added, born Alton c. 1838!
In the first few years of birth registration a few births weren't recorded so Geo / Wm need not be one of these listed below:

After "William" married in 1872 he could have died before 1881 and Caroline got together with a George Wells. It wasn't that unusual for a woman to marry her late husband's brother (though illegal at that time), but in this case I haven't found a marriage - but they could have simply lived together as man and wife.
I tend to think Wm and George were the same person, either he had 2 Christian names, maybe William George but known as George OR the marriage entry is simply wrong. Both William and Caroline made their marks when they married, so they may not have realised the name was wrong.
