S and J were similar in writing of the period, and I think a note with James could easily have been mis-read and written in the register as Samuel. There is also no other record of a Samuel in Old Buckenham, and it would be a conincidence if one was there briefly that it should be to have a child in the gap between James and Amy marrying and having their otherwise first known child, and with a wife of the same name. In addition, a William Turner who would fit as Frances' husband was a witness to the marriage of James, son of James and Amy. Hence I think we can be fairly safe in believing 'Samuel' to be a mistake for 'James'.
The other slight discrepancy is the spelling of 'Francis' the male way, rather than the female. I think this happens quite often, most registers show 'son of' or 'daughter of', so clarifying, but with that lacking in this register we lack firm evidence. However, a Frances Robinson married in 1818 in Old Buckenham and the age in censuses suggest she was born 1801 or 2, her husband's link as a witness has been mentioned and there is no other sign of a (male) Francis. So I also think we can safely assume James and Amy had a daughter, Frances.
