From information found in newspaper reports of her death (approximate dates).
Visiting 7 Apr 1861 Northernhay Street, Exeter, Devon, England - A laundress, staying in the house of John Moorman, a labourer and his family. John's wife and daughter were also laundresses so it seems likely Louisa was working with them and thus came to be staying with them.
Died 4 Sep 1861 The Pond, Oxton House, Kenton, Devon, England - If I am right that it was this Louisa Spurrell who was in Exeter at the time of the 1861 census then I think this is her death. The age in the census is close to that of this Louisa, the age at death (as in the PR) correct, and the birthplace in the census fits.

Sadly, it appears that she may have committed suicide. This was reported in several papers - the Western Times on 14 September, the Exeter Flying Post on 11 September and the Exeter and Plymouth Gazette on 13 September. The first two gave the surname as Quint, but the Exeter and Plymouth Gazette has Spurel, and together with the 'by Coroners warrant' in the burial register I do believe the surname should be Spurrell.
Supposed Suicide at Kenton. - On Wednesday
morning a dairymaid, named Louisa Quint, in the service
of General Studd, of Oxton House, near Kenton, suddenly
disappeared from the house. A search was instituted in
the afternoon, as she still remained absent, and her body
was ultimately found in a pond, on the grounds. Life was
extinct. The deceased, who was about twenty-five years
of age, bore a good character, and was much esteemed by her
fellow servants. No motive could be assigned for the act.
She had been in General Studd's service about six months,
and had never appeared in a desponding state. An
inquest was held on the body on Friday last, but no
evidence to elucidate the mystery was forthcoming, and the
jury returned a verdict of "Found drowned."

The piece in the Western Times was identical; the shorter piece in the Exeter and Plymouth Gazette records the house as Oxon House (it should be Oxton), the coroner as H. W. Hooper, Esq. and notes that the body was interred on Saturday at Kenton.
