I think he was probably the son of this Ann as he would then be named after her father, as illegitimate children often were. Also, this Ann seems the most likely one to have had a child in Plympton Union Workhouse rather than Tavistock. Finally, this Ann being in the County Lunatic Asylum in 1851 would explain why she was not with him.
