The unusualness of the Christian names 'Thomas Efford' makes me think this is his birth registration; also, checking the GRO online index gives the mother's maiden name as Shaw, which pretty well confirms this is the birth of this Thomas. GRO ref: Tosell, Thomas Efford q1 1851 Westminster RD 1 523; GRO online index shows mother's maiden name as Shaw In some hands an I could look like a T, and an s like an o, so it is understandable that someone trying to make the copy for the GRO from the original registration, or trying to index the GRO entry may misread it, especially as the indexing involved the creation of slips with the name which would be ordered and re-written on the index pages. The registration itself would have the name several times, so if one instane was unclear there was another chance, but if the name on the slip was unclear that was it.
