The birth registration index does not give a mother's maiden name, suggesting he was illegitimate. Penw(e/i)ll was William's wife's maiden name, so I guess Joseph was a close relation of hers, most likely the son of a sister, although the 'relation to the head of family' column just shows 'Child', not a relationship (unless it means Joseph was William's son!).
