Name William BAILEY Relationship with Teresa Ann GOATHAM Born Abt 1724 (probably in or near), Kingsteignton, Devon, England - Date from burial register where shown as aged 93.
William does not seem to have been baptised in Teigngrace or Kingsteignton (from FMP index - not browsed through the PR pages). There were several William Baileys baptised in Devon in 1724 +/- 5 years. The nearest seems to be in Churston Ferrers but he was buryed 10 days after his baptism.
Of those parishes on FamilySearch but not FMP, there was a William Baylie baptised in Woodbury in 1724. Just under 20 miles from Teigngrace, has to be possible if not likely.
I don't know how many (if any) / which parishes are currently (2 Sep 2014) on neither site. There may also be variant spellings not picked up by the searches.
It is also possible he was baptised in a non-conformist church whose registers don't survive.
Since William benefitted from Teigngrace poor rates, he must have had his place of settlement there. If he wasn't born there, he could have inherited it from a father whose family had been there in the past, or may have it acquired it, most likely through serving an apprenticeship in the parish.

Poor Law From Oct 1808 Teigngrace, Devon, England Support in Old Age - The overseers accounts only survive from Oct 1808, by which time William was receiving 2/- a week - and may have been for some years before this. The accounts show payments mostly for 4 week 'months', and the payment continued at 8/- per 4 weeks to July 1814. If the age given for William in the burial register is accurate he was then aged about 90 so it is not suprising that the accounts suggest a deterioration in his health at this time. After a payment of 14/- for one 4 week period (from July 31) the amount per 4 weeks stabilised at £1 4 shillings, i.e. 6/- a week, 3 times what he was receiving before. Unfortunately there is no indication of what his extra needs were to cause this massive increase. In addition, monthly payments also started at the same time for attending him. The first was of 2 shillings to his daughter 'Elizabeth Knapman', Given that William was aged about 90 a quick guess might be that his grandchildren would be grown up. But of course in the past many went on having children for a longer period; Daughter Betty had been born when William was in his 40s, and she similarly also had children in her 40s. Consequently her youngest was still a baby.and it is therefore not too surprising that this arrangement did not last. The overseers then record a journey to arrange things with William's son William junior. With no equal pay we find he received 3 shillings for the remaining 2 weeks of that 'month' and then 6/- per 4 week period to the end of his father's life.
When this occurred extra expences were also covered by the overseers (see 'burial' event below).

'William Bailey' - this William or another? Register shows age as 93 which fits this one. In addition, there is no sign of other Bailey families in Teigngrace and the children named in the overseers accounts with payments for attending on him fit this William.
Although William died and was buried in July, there were further entries concerning him in the overseers accounts for the next two months. July shows that 14/- was paid for 'Wm Bailey Cofin' with another 5/- 'for his Shroud'. The last payment made was in August when 2/- was made for 'making Wm Baileys Grave'.
