The qualification from 1692 until 1730 was to own freehold or copyhold land with an annual value of £10 or more, and then after 1730, tenants of land worth £20 per year held on long leases were also eligible. There were a few exceptions who were excluded, but this shows that John must have had a long lease of land worth £20 per year.
Eligibility was restricted to men between the ages of 21 and 70; there is no John Smith in 1733 when the qualification had been widened, but this John would be too young to be eligible. A John Smith was present by 1741 when this John was aged about 24. He was then shown as a leaseholder. In 1751 he was shown as 'infirm', and no description was given for anyone in 1761. He is not on the 1771 list so may well have died between 1761 and 1771.
From looking at the PRs I'm not aware of any other John Smiths in Charleton at this time who this could have been, though it is possible I have missed an uncle John (not all baptisms being legible at the time siblings of his father would have been born).
The Devon Freeholders book of 1751 includes John Smith amongst the 7 men listed for 'Charlton' John Smith, 'infirm'.
(one other was listed as infirm, 2 as freeholders and 3 as leaseholders)
While it is surprising to see so young a man described as infirm, especially knowing that he went on to have another 6 children, up to 1760, he may just have been suffering some temporary ill health.
Sixty one volumes of freeholders books survive, from 1711 to about 1816, but they have not all been transcribed, just one per decade; I may try to see others in the Record Office.

I did think John may have died between 1761 and 1771 as he was on the 1761 'freeholders' list but not the 1771 list.
But I haven't found a burial for a John Smith in that interval, but have found the one below. The latter could be his son, but I think more likely this John.
Maybe whatever the cause of the 'infirm' designation in 1751 had forced him to rertire.
