I am confident it is this Sarah as:
the year of birth is correct for her;
the middle initial is correct of her;
she is shown as a widow;
Albert's mother was not called Sarah;
I can find no evidence of Sarah in the 1939 register with the surname Go(a)tham.
I have looked at the index on FMP of all Sarahs in Sittingbourne and Milton U.D. born 1866 +/- 2 years and no others look like they might be Sarah Goatham.

Funeral 10 Oct 1946 All Saints’ Church, Murston, Kent, England - An account of Sarah's funeral appeared in the East Kent Gazette of 19 Oct 1946 (p. 5, col. 2):
"The Late Mrs. Lawes. - The funeral of Mrs. Edith Lawes, of 9, Orchard Cottages, Murston, whose death was reported in last week's "Gazette," took place at Sittingbourne Cemetery on Thursday last week, preceded by a service at Murston Parish Church. The Rector, the Rev. F. M. Eagles, officiated. The mourners were: -

Obituary 12 Oct 1946 In the East Kent Gazette - "Ex-nurse's Death. - Well-known before her marriage as a nurse at Bredgar, Mrs. Sarah Edith Lawes, of 9, Orchard Cottages, Church Road, Murston, died at her home on Monday. Aged 80 years, Mrs. Lawes was first married over 50 years ago to Mr. Walter Goatham, who died after their silver wedding anniversary. Six years latter she married Mr. H. L. Lawes, of Dover, who died several years ago. After her first marriage, Mrs. Lawes lived at Dean's Hill Farm, Bredgar, which was owned by her husband. Between her two marriages she again took up nursing, this time in Sittingbourne. She is survived by two sons, Mr. S. Goatham, of St. Mary Cray, and Corporal H. Goatham, of the Canadian Army, and four daughters, Mrs. Jordan, of Sittingbourne, Mrs. G. F. Lavender, of New South Wales, Australia, Mrs. G. Moss, of Bredgar, and Mrs. Huxted, of Murston. Corpl. Goatham, whose home is in Vancouver, B.C., is at present serving in this country. There are 12 grand-children and two great-grandchildren. The funeral was held at Sittingbourne Cemetery yesterday (Thursday), preceded by a service at Murston Parish Church with Rector (the Rev. F. M. Eagles) officiating." (from p. 5, col. 5)

Sarah being illegitimate her mother's name was entered as her father, though no occupation was given.
Witnesses were Alice Ann Clifford, Edward Millington and Minnie Millington, the last two being half siblings of the bride.
The 1911 census shows that Walter and Sarah had had 6 children, all still living then - and with them at the time of the census.

"LAWES - GOATHAM. - On February 19th, at the Parish Church, Bredgar, by the Rev. H. S. Alken, Henry Lloyd Lawes, of 8, Worthington St., Dover, to Sarah Edith Goatham, of Dean's Hill Farm, Bredgar."
