Under this heading is a lengthy report concerning the failure of a public vaccination, Dr. Henry Penfold, surgeion of Rainham, to transmit a certificate to the registrar to show that a particular child had been vaccinated against small-pox.
This sub-heading and the report give the context for the next sub-heading, 'A batch of offenders'.
Twenty one fathers are named as defendants, summoned for having neglected to take or cause their child to be vaccinated. Although a number were represented at the sessions by their wives, Emma was the only mother summoned.
"Emma Simons, wife of Willis Simons, junior, Pembury-street, Sittingbourne, had been summoned instead of her husband, because she was separated from him, and had charge of the child. - Mr Jackson said the locality was peculiar, and one in which, if small pox broke out, it was likely to spread. - Fined 1s and 9s costs."
The other cases included a number of families in Rainham, Milsted was also included but many were in Sittingbourne or Milton but no others were noted as in an area where the small-pox was likely to spread.
Some cases were dismissed - some only concerned a failure to submit the certificate, not to fail to have a child vaccinated - but where a fine was imposed it was either 1s or 5s, with in every case 9s costs.

Charlotte was shown as a widow when she married William, with her father named as 'Robert Barrel', though 'Barrel' seems to be a mistake for 'Barrow'. Her maiden name is variously shown as Barrow or Evans on the birth certificates of her children (information from the GRO online index, viewed 5 Nov 2016).
The censuses show Charlotte was born about 1817 in Faversham and there is a Charlotte Barrow who fits this perfectly. In addition, in the 1841 census Charlotte Barrow's mother is living in Bredgar very close to William and Charlotte (just a couple of entries apart on the census), with an Aylett family. It seems that Charlotte's sister Ann had married one John Aylett in 1834, and Ann's mother was with them. I think it probable that after Charlotte was widowed by the death of her 'Evans' husband she went to live with or at least visited her mother and sister in Bredgar, and thus got to know neighbour William Goatham.
William was still shown as married not a widower in the 1871 census, but Charlotte was not with him and their 3 youngest. She was living in her birthplace Faversham when she died; whether she had left him and was there in 1871 I don't know.

When later in 1867 Willis was tried for assaulting Emma they were said to have been married "at Whitsuntide". In 1867 Whitsunday was on 9 June.
Looking for birth registrations of children, Elizabeth Jane was the only Simons (exact spelling) with a mother's maiden name of Goatham (including phonetically similar variaions) in the GRO online index, searched 1866-1880.
Separated Bef 15 Feb 1869 - Not only was Willis was living with his parents at the time of the 1871 census, but when their daughter was not vaccinated against small-pox when she should have been it was Emma who was summoned to the Petty Sessions as they had separated and she had charge of the child. In 1868 Willis had been committed to prison for assaulting Emma, and it seems likely they would not have
and 'remarried' the following year, while Emma can be found in the 1881-1901 censuses living by herself, but shown as married.
