At the time she had 4 children under 10 and was some months pregnant; whilst one might think this might make her a surprising presence, perhaps the children could be left with a neighbour, while her pregnant state may have made her a good candidate to sit with her dying brother-in-law, while others had to work.
(Or maybe the family were taking it in turns, and it just happened to be Emma who was present, or it was obvious the end was near and all had gathered, and Emma was just best placed to register the death).

The FreeBMD index gives the middle initial as A, GRO online index shows the 'A' stands for Ann and the same Emma in Faversham Cemetery register is Emma Ann. Not only do both give the right age for this Emma (82) but the Cemetery records her as "wife of Amos" so I'm sure it is this Emma.

Although the entry shows Mary Ann I believe it was Anna Maria. Before this date there is no evidence of Anna Maria passing herself off as a Beal, after this she consistently uses the surname Beal. Shown simply as 'Ann', which could be Anna Maria or a Mary Ann, it appears to be her with Henry in the 1861 census, as a daughter with age and birthplace matching her daughter Emily is with them.
Also, the marriage shows her father as a seaman called James, which fits with the baptism details of Anna Maria.
Finally, it would be a bit of a coincidence if after having children with Anna Maria Hall for years Henry decided to marry someone else - and that other person had the similar name Mary Ann Hall.
There is also a discrepancy in the age, but within the age given in other places, and the 1861 where Henry and 'Ann' are together shows her as older.
