Although born as a Goatham, he used his step-father's surname Baker for most of his life.
Not only does the nearly four years between his birth and the marriage of his mother to Edward BAKER suggest he was probably not Edward's son, but in addition the 1881 census shows him as a Goatham, and as 'Son in L' of Edward Jarett Baker,'son in law' being a term used in the past for what we now only call 'stepson', clearly implying he was not the biological son of Edward.
Further to this in 1877 Charlotte sought and obtained a maintenance payment from one Edwin ALLEN who she accused of being Frederick's father. The case was heard in the Sittingbourne Petty Sessions on 15 Jan, 1877. Although the magistrates ordered Edwin to pay maintenance the case was not clear cut:
"... the Chairman [of the magistrates] said that this was one of those painful cases in which the evidence was very contradictory, showing that one side or the other must have committed perjury. They believed the evidence of the complainant [Charlotte, Frederick's mother], and had therefore made an order that the defendant should pay 3s 6d per week towards the support of the child until it was 16 years old, with the usual expenses.
Mr Glyn [barrister for the defendant, Edwin ALLEN] gave notice that the defendant would appeal against the decision at the quarter sessions."

If Edwin ALLEN did appeal I have yet to find a report of the case and the outcome.
Although it seems reasonable to me to suppose the magistrates, who not only heard the words that were said, which we can read a report of, but heard how they were said and saw the body language, were better placed than I am to judge Edwin to be the father, we have to remember they would not have been entirely neutral, there must have been, even if subconcious, a desire on their part to find Edwin was the father and so reduce the chance of Frederick and his mother becoming a burden on the rate payers. Had Charlotte constructed a story to convince the magistrates? From the petty sessions case if Edwin was not the father the most likely would seem to be one Thomas BATES, with whom Frederick's mother had been 'walking out' before becoming pregnant. There seems to be some evidence that he was the father (or at least, that Charlotte had accused him of being), but if he were why did Charlotte not bring a case against him? Maybe she had accused him not because she believed he was, but because she hoped he would believe it and marry her (Edwin ALLEN was already married so not in a position to marry Charlotte). Or, once she had realised Tom would not marry her did she think she stood a better chance of getting maintenance from Edwin? Possibly Charlotte had thought Tom the father, but when Frederick was born she realised the date was wrong and it must have been Edwin.
