Gender Female Poor Law 1811 Kingsteignton, Devon, England Settlement examination and removal - It seems that in 1811 Jane, pregnant and unmarried, was living in Kingsteignton.
With an unmarried mother both mother and child could required support from the overseers of the parish in which they lived. It seems that in May 1811 Jane was already chargeable to the parish of Kinsteignton, although she had no legal right of settlement there. Not only that, if Kingsteignton Parish did not get rid of her from the parish before she gave birth then her child, who was likely to become dependant on the overseers, would have a right to support from Kingsteignton. Unlike a legitimate child who inherited their father's place of settlement, an illegitimate child had a right of settlement in the parish in which it was born. Kingsteignton did not want to be saddled with supporting Jane's child.
Presuambly aware that she had moved to the parish from St. David's Parish in Exeter the Churchwardens and Overssers of the Poor of Kingsteignton complained, and the JPs issued a removal order on 14th May,
"... we [his Majesty's Justices of the Peace] do likewise adjudge that the lawful settlement of her the said Jane Bailey is in the said parish of Saint David within the said City and County fo the City of Exeter. We do therefore require you the said Church-wardens and Overseers of the Poor of the said parish of Kingsteington or some or one of you to convey the said Jane Bailey from and out of your said parish of Kingsteington to the said parish of Saint David's and her to deliver to the Church-wardens and Overseers of the Poor there ... And we do also hereby require you the said Church-wardens and Overseers of the Poor of the said parish of Saint Davids to receive and provde for her the said Jane Bailey as an inhabitant of your said parish."
However, this was not the end of the matter. Somehow by June Jane was living not in St. David's Parish but another Exeter Parish, St. Sidwells.
It was not clear which parish had a duty to support here and so she was examined:
"City and County of the City of Exeter. [to wit.]
The examination of Jane Bailey Singlewoman now residing in the Parish of Saint Sidwell in the said City and County, taken this Twenty seventh day of June 1811 before us whose Names are hereunder subscribed, two of his Majestry's Justices of the Peace, of and for the said City and County;
Who on her Oath saith, that she was born in the Parish of Kingsteington in the County of Devon but that her Parents belonged to the Parish of Teing-grace in the said County of Devon, that about four years since she went to live with Mr. James Brown at the High Gaol for the County of Devon for the Wages of Five Guineas P[er] Year that she lived with the said James Brown between Ten and Eleven Months, this Examinant lived at several other Places before this, but never lived a Twelvemonth in neither nor has ever done any other Act to gain a Settlement and she is now actually chargeable ~

The suspension of a removal was almost certainly due to Jane's advanced pregnancy - it would not have been considered reasonable to remove her in her condition. Nevertheless, she did not stay put. By July she was clearly once again in Kingsteignton.
Once again the JPs issued a removal order, upon a "complaint of the Churchwardens and Overseers of the Poor of the Parish of Kingsteington" but this time they came to a different conclusion about where Jane belonged:
"We the said Justices, upon due proof made thereof, as well upon the examination of the said Jane Bailey upon oath ... do likewise adjudge, that the lawful settlement of her the said Jane Bailey is in the said Parish of Teingrace." Again the Kingsteignton Churchwardens or overseers were ordered to remove her but this time only as far as the neighbouring parish of Teigngrace, whose Churchwardens and Overseers were required to provide for her.

It seems to me not many men born in Whitchurch would have married a bridge from Kingsteignton, or vice versa, but the censuses make it clear that Henry did, as did as his niece Elizabeth. It seems it unlikely that this was co-incidence, given that Elizabeth's husband had a sister Jane of the right age and birthplace to be Henry's wife, it seems probable there were 2 marriages between the same families.

Whilst most Bailey Teigngrace entries are this family, the Joseph who with his wife Elizabeth had a family there in the C19th was not the son of this Joseph, but of Joseph's brother William.

And then I found this marriage - a good match on date, and given the rarity of surname Vogwill seems too much to be co-incidence. But in Somerset -why did they marry in Bathwick? Census shows Jane to have been born Kingsteignton so I don't think it indicates the bride being a different Jane Bailey.
Now (29 July 2017) the Somerset baptism index is on FMP, there is not a single (F/V)ogw(e/i)ll baptism in it, in any part of Somerset at any date; clearly Henry was from elsewhere.
