Charlotte was living at the time of the 1911 census, but her husband was shown as a widower in the 1939 register. Searching on FreeBMD for the death of a Charlotte Baker in Faversham RD born 1855-1859 between 1911 and 1939, this is the only death found. (Searching all of Kent, there was only one other - a Charlotte Baker, aged 78, died Strood RD q3 1933; no known connection of this Charlotte and her family to the Strood area so I think it highly probable her death was the Faversham RD one).

Charlotte was shown as a widow when she married William, with her father named as 'Robert Barrel', though 'Barrel' seems to be a mistake for 'Barrow'. Her maiden name is variously shown as Barrow or Evans on the birth certificates of her children (information from the GRO online index, viewed 5 Nov 2016).
The censuses show Charlotte was born about 1817 in Faversham and there is a Charlotte Barrow who fits this perfectly. In addition, in the 1841 census Charlotte Barrow's mother is living in Bredgar very close to William and Charlotte (just a couple of entries apart on the census), with an Aylett family. It seems that Charlotte's sister Ann had married one John Aylett in 1834, and Ann's mother was with them. I think it probable that after Charlotte was widowed by the death of her 'Evans' husband she went to live with or at least visited her mother and sister in Bredgar, and thus got to know neighbour William Goatham.
William was still shown as married not a widower in the 1871 census, but Charlotte was not with him and their 3 youngest. She was living in her birthplace Faversham when she died; whether she had left him and was there in 1871 I don't know.

The 1911 census shows that Edward and Charlotte had had 9 children, of whom 8 were still living. I can only find 8, using the censuses and the GRO online index (including searching the latter without entering a mother's maiden name, and looking through all Baker births in Faversham, 1878-1907, for a name that could be a mis-recording or mis-transcription of Goatham that the phonetic search might have missed). Although Charlotte's son Frederick Edward William, born 1876, appears not to have been the biological son of Edward, judging by his relationship to Edward in the 1881 census, I wonder if they were counting him as well.
