An age in months in the 1861 census means there is unlikley to be a mistake in Walter being born in 1860, yet there is no birth of a Walter born in Sevenoaks RD in 1860 with a name anything like Goatham or Welch. No Walter showing in index with name showing up as phonetically like Goatham anywhere that year. Both FreeBMD and the GRO online index searched.

Notes - At time of 1861 census Walter was aged 9mths and "Walter Goatham" (with Maria - unmaried). It seems likely he was not George's son, as George and Maria did not marry until October 1861, about 16 months after his birth.
If he was not George's natural son he appears to have been "adopted" by George; Walter was listed in the appropriate place for his age in census returns (unlike some step sons) and always with the name Welch (common practice). However, he continued to use the surname Welch after he left home (unlike often happens with step-children, when a reversion to birth name is found).
With the family in 1871 and 1881, left home by 1891.

Both George and Maria were described as of 4 Anns Place, Lant Street, Borough at the time of their getting married. They were bachelor and spinster, marr by banns, both were "of full age" and signed; the witnesses were Henry and Sarah Russell who also signed.

In the 1861 census Maria and her baby son were living with other households in (?London Sq, Harrhead), Sevenoaks. In the same house was 29 yr old James Welch & family - relatives of George? Could be how Maria and George met.

The 1911 census shows that Walter and Susan had 4 children, of whom 3 were still living. I guess the 4th was born and died between censuses.
